Показаны многоаспектность и многофункциональность договоров о разграничении предметов ведения и полномочий, выступающих одновременно в качестве института конституционного права, практически применяемого средства правового регулирования, политического инструмента. Основное место в работе занимает анализ юридической силы, места договоров в системе правовых актов. Проанализированы предмет, структура и процедуры подготовки и заключения договоров и соглашений. По всем этим вопросам даны конкретные предложения. Автором использован массив договоров и соглашений, заключенных до середины 1998 г. Развернутые примеры, иллюстрирующие основные положения книги, даны в приложениях.
