Abstract. The main project analysis theme to which we will concern in this paper is related to questions of correct account of total costs and benefits in implementation of complex projects. In planning complex systems development issues of longevity and sustainability are usually given much less attention than to other aspects of project analysis. The result of this is incomplete account of total project costs and benefits and, the outcome is incorrect evaluation economic efficiency of the project, which could be actually reached in comparison with expected ex-ante evaluation. To avoid these drawbacks, it is proposed to consider alternative to traditional approach, based on St. Beer concept for analysis and implementation of adaptive viable systems and objects The paper discusses questions of modeling techniques development and examples of their applications to complex systems design, analysis and evaluation.
Keywords: project analysis and management, longevity, sustainability, viability, project effectiveness / efficiency, viable system model (VSM), program planning, complexity, variety, the law of requisite variety, organizational structure, goals, objectives, tasks, activities, attributes, specifications, logical framework matrix (LogFrame), recursion, hierarchy, function -- policy, function -- intelligence, function -- control, function -- coordination, function -- implementation, multilogue, modeling.
Abstract. A distributed medium simulated FHN system describing the dynamics of objects of different nature -- physical, chemical, biological, social, economic is considered. The analytical proof of the existence of solutions in the form of a travelling pulses of a complex profile is given. Such solutions can be used to describe a wide range of phenomena -- from distribution of information, formation of shocks (such as vibration in the Earth's crust or the prices of financial assets, etc.) to the dynamics of socio-economic processes.
Keywords: distributed economic medium, travelling pulse solutions of complex profile, the FHN system, economic shocks, homoclinic trajectory.
Abstract. Analysis of the sustainability of economic development is becoming more and more important in today's world. At that time we should not forget about the natural and social factors, which are so important in conditions of economics of knowledge and high technology. The article deals with the tools to assess socially significant investment projects in the sustainable economic development of the country.
Keywords: Economic growth, sustainable development of the economy, innovation economy, evaluation of investment projects.
Abstract. The article discusses the principal approaches of the taking into account time factor in evaluation the effectiveness of large-scale projects, recognized and validated in the academic and expert circles. The author has analyzed economic categories and concepts underlying in the basis of the methods, their strong and weak aspects, with both theoretical and practical points of view. A comparison of the calculated values of the social discount rate resulting from the use of the described methods is implemented. A methodical and practical advice is proposed and a range of values of the social discount rate for modern Russia is presented as well.
Keywords: non-local projects, social efficiency of investment projects, the social discount rate, intertemporal preferences, alternative cost of investment.
Abstract. The article is devoted to analysis of inflation impact on efficiency of multicurrency investment projects. Long-term, middle-term and short-term character of inflation impact are considered.
Keywords: NPV, multicurrency investment project, monetary inflation, inhomogeneous inflation, investment project efficiency.
Abstract. The article dwells upon the main approaches and methods of defining social profitable rate -- the key indicator applied to estimating the efficiency of real investments for stationary (administrative-planning and market-economy) and non-stationary economic systems.
Keywords: social profitable rate, time factor, non-stationarity, real investments, modeling, experiment.
Abstract. The article considers the ability of applying DEA method for non-parametrical modeling of multiproduct cost-functions. It describes the measuring of technological determinants as the production efficiency assessments. Also, this article shows the results of efficiency measurements for Russian railroads at the early period of its reformation.
Key words: Data Envelopment Analysis (DEA), productivity assessment, technological determinants, multiproduct cost-function.
Abstract. In the article the main principles of complex evaluating social and economic efficiency of credit and investment activities of the national banks of development are formulated; a system of indices of economic, budget, ecological and social efficiency of their activities, that reflect bank’s of development influencing the national economy is proposed; as well as their using in the system of the banks of development strategic management.
Key words: national key indicators, system of strategic management, budgeting, national, social, regional and budget efficiency.
Abstract. This article is dedicated to the main problems that appear in developing the behavioral concept for value of goods and financial assets, which allows to apply a quantity analysis of the influence non-monetary factors have on market-players decision-making in investing and managing activities.

Abstract. The paper considers methods of efficiency assessments for transport networks operation as natural monopolies in terms of growth in demand. The base of congestion diagnostic models is a concept of network-wide aggregated costs function subadditivity as a characteristic of organizing and exchange of correspondences on the shortest (in terms of minimal costs) routes, as determined in a nonlinear optimization of flow assignment.
The results of computer modeling corresponding technological determinants -- economies of scale and scope by parametric (econometric) and non-parametric method for a particular road network in the region are compared. It is shown, that for networks operating under growing demand for transportations, models of analysis of natural monopoly network properties can be used as a useful tool in selecting scenarios for networks design and, including, the proposed models of economic assessments of the network transport subsystems, specially targeted on taking into account the factor of networks congestion.
Key words: methods of efficiency assessments for transport networks, concept of subadditivity, the network transport subsystems.
