Abstract. The main project analysis theme to which we will concern in this paper is related to questions of correct account of total costs and benefits in implementation of complex projects. In planning complex systems development issues of longevity and sustainability are usually given much less attention than to other aspects of project analysis. The result of this is incomplete account of total project costs and benefits and, the outcome is incorrect evaluation economic efficiency of the project, which could be actually reached in comparison with expected ex-ante evaluation. To avoid these drawbacks, it is proposed to consider alternative to traditional approach, based on St. Beer concept for analysis and implementation of adaptive viable systems and objects The paper discusses questions of modeling techniques development and examples of their applications to complex systems design, analysis and evaluation.

Abstract. A distributed medium simulated FHN system describing the dynamics of objects of different nature -- physical, chemical, biological, social, economic is considered. The analytical proof of the existence of solutions in the form of a travelling pulses of a complex profile is given. Such solutions can be used to describe a wide range of phenomena -- from distribution of information, formation of shocks (such as vibration in the Earth's crust or the prices of financial assets, etc.) to the dynamics of socio-economic processes.

Abstract. The article discusses the principal approaches of the taking into account time factor in evaluation the effectiveness of large-scale projects, recognized and validated in the academic and expert circles. The author has analyzed economic categories and concepts underlying in the basis of the methods, their strong and weak aspects, with both theoretical and practical points of view. A comparison of the calculated values of the social discount rate resulting from the use of the described methods is implemented. A methodical and practical advice is proposed and a range of values of the social discount rate for modern Russia is presented as well.

| ||Economic and Mathematic Diagnostic Models of Transport Network Congested Operation|

Abstract. The paper considers methods of efficiency assessments for transport networks operation as natural monopolies in terms of growth in demand. The base of congestion diagnostic models is a concept of network-wide aggregated costs function subadditivity as a characteristic of organizing and exchange of correspondences on the shortest (in terms of minimal costs) routes, as determined in a nonlinear optimization of flow assignment.
The results of computer modeling corresponding technological determinants -- economies of scale and scope by parametric (econometric) and non-parametric method for a particular road network in the region are compared. It is shown, that for networks operating under growing demand for transportations, models of analysis of natural monopoly network properties can be used as a useful tool in selecting scenarios for networks design and, including, the proposed models of economic assessments of the network transport subsystems, specially targeted on taking into account the factor of networks congestion.
